DH’s 2024 Person of the Year: Julius Norwilla

The journey of Julius Norwilla (Norvila) comprises the dynamic persona of: a child in Soviet-era Kaunas; a young intellectual dissident (of religious persuasion) in the waning days of the Soviet Union; theology student at Tallinn and Oxford; Protestant pastor in Vilnius; champion of all the minority people and cultures in Lithuania; love of the Lithuanian Jewish heritage and standing up against state efforts to manipulate that heritage and its history; intense study of Yiddish; combating Holocaust obfuscation and public worship of Holocaust participants (including peaceful, dignified protest at, and photo documentation of, each neo-Nazi march over many years); central figure in the movement to preserve Jewish cemeteries and mass graves; beloved teacher; and — through it all a rare paragon of personal steadfastness, loyalty, and integrity, equally unshakeable by offers of largesse, mammon, and career glories from one side or — by threats of personal and career destruction from the other. Such incentives sometimes come into play in the context of campaigns of defamation and personal destruction of colleagues; here is a human being who would never touch such tactics with a bargepole. Verily, such steadfastness and integrity is a rarefied trait when it comes to painful Jewish issues and history in the Baltics. All in the face of major powers and forces in a part of the world where respect for free speech and diversity of views continues to be a work in progress or, not infrequently, a public relations illusion. ear eminent members of the Prime Minister’s Working Group assembling this week in Vilnius to carry forth your deliberations on the future of the sacred Old Vilna Jewish Cemetery at Piramónt (in the Šnipiškės district of modern Vilnius, Yiddish Šnipiškės):

To introduce myself, I am a Kaunas-born former Protestant minister in Vilnius who has for years been active in projects in the field of Jewish culture, including preservation of mass graves and old Jewish cemeteries. Some years ago, I was honored to be invited to give a speech at the Israeli Embassy in Tel Aviv on the subject of the fate of the beloved old cemetery at Piramónt. I have also been studying Yiddish language and literature for years, and this semester am honored to be have been invited to commute each month to Białystok in Poland to teach a class in Yiddish. I invite you to look through some of my article on Jewish affairs and Jewish studies over the past years (available here in reverse chronological order).

VILNIUS—In a 1 Nov. 2023 statement circulating widely among Lithuanian officials as well as local and international Jewish leaders, Rabbi Elchonon Baron, head of the Lithuanian-tradition Yeshiva Ahavas Torah Baranovich, based in Jerusalem, writing in the capacity of rabbinical emissary to Lithuania representing the Council of Torah Sages of the US and Canada, challenges the extended closure of Vilnius’s Choral Synagogue at 69 Pylimo Street as point of departure for his critique of some of the government’s Jewish policies (including its supply of tens of millions of euros in “restitution” to the alleged control of a tiny number of government-indebted individuals, one of them representing the American Jewish Committee or AJC). The new statement is a follow-up to his publicly released letter to the prime minister and speaker of the Seimas (parliament) of 24 Sept. 2023. Rabbi Baron’s late father was the legendary Litvak head-of-yeshiva Rabbi Aryeh Leib Baron.

The issue of the Old Vilna Jewish Cemetery is the focus of one passage in the just-released statement.

“[…] (like the morally despicable plan to turn the Shnipishok cemetery into a museum)? I will not remain silent, no matter how many groups and people the Lithuanian government manages to pay off and silence through their well-paid proxies.”

VILNIUSRuta Bloshtein, author of the Change.org petition that garnered over 50,000 signatures and played a major role in the internationally praised 2021 cancellation by Lithuania’s prime minister of the project to turn the Soviet-era “Sports Palace” (Sporto rumai) ruin into a national congress center, today released for publication her 25 October letter to the Jewish Orthodox members appointed — in an apparent effort to confer legitimacy — to the current “working group” (commission) established, many believe, to rubber stamp a  state (and Turto Bankas) project to renovate (rather than demolish) the Soviet eyesore that sits in the middle of the cemetery. Without even mentioning the view that hated Soviet ruin should be removed, official commission minutes include an array of future conference-center, museum, memorial and other public space aspirations, including business (and builders’) interests’ visuals, but not including a hint of the extant visuals in support of cemetery preservation and restoration.

Are Members of the ‘International Working Group’ Being Tragically Misinformed on Old Vilna Jewish Cemetery?

Like my fellow campaigners, over the years, in opposition to the project to plonk a national convention center in the heart of the Old Vilna Jewish Cemetery (via refurbishment of a hated Soviet “Sports Palace” dump that should have long ago been demolished), I felt nothing but relief and the need to express congratulations back in the summer of 2021 when our prime minister wisely cancelled the project. Over two years later, there is again fear, among Jews, Lithuanians, and many around the world who respect the right of the dead to lie in peace (verily a part of Human Rights), even when they are members of a minority. When the buried belong to a nation’s ethnic majority, there are usual no serious efforts to situate conference centers surrounded by subterranean graves (even when the above-ground gravestones have long disappeared).

Dramatic Developments in the Life of Lithuania’s Liveliest Cemetery

The plaintiffs in the court case, descendants of people buried in the old Vilna Jewish cemetery, employ a new law firm in Vilnius which files the appeal in June 2021 in accordance with the thirty-day deadline imposed by the court that handed down the May 2021 decision. Meanwhile, on 16 June, officials of the US taxpayer funded “USCPAHA” revel in tweets of lavish photo-ops with high officials in Vilnius, without even meeting Ruta Bloshtein, author of the petition whose number of signatories on this date was 53,486. Vilnius Court issues a ruling on May 10 supporting Turto Bankas and the builders in their project to cite a new national convention center in the heart of the Old Vilna Jewish cemetery. Where the old Soviet Sports Palace stands within the old Cemetery Wall. A group of Lithuanians and Litvaks are working together to ensure that the wall’s historic path will be clearly marked for future generations of visitors to Vilnius.

“Gerbkime kapines” (Respect Cemeteries) at www.kapines.com is our small team of Lithuanians and Litvaks who are working together locally to defend the honor of the oldest Vilnius Jewish Cemetery, known variously as the Piramont or Šnipiškės Cemetery. The Soviets desecrated the site by building a Sports Palace there. The Republic of Lithuania and the City of Vilnius are moving ahead with their plans to open a convention center there in 2023.

Our team is now reaching out internationally with a variety of activities to join or support. We need writers, translators, researcher, web page creators and maintainers, and we also need donations.

Anyone who would claim that Ruta Bloshtein, a citizen of Lithuania, born and raised in Vilnius, is anything less than a staunch supporter of what is ultimately best for Lithuania, is sorely mistaken. She is a courageous leader of the Vilnius Jewish community and seeks only truth and fairness in Lithuania’s treatment of its minority communities. An abomination took place in Vilnius when it was under Soviet domination. A Sports Palace was constructed over a historical Jewish cemetery, where for some 400 years, every Jew – man, woman, and child – who died in Vilnius was buried. These include the graves of the Gaon of Vilna’s entire family (parents, wives, and children); R. Abraham Danzig, author of a famous Jewish code of law still in use and studied widely, and his family; and hundreds of other distinguished rabbis, scholars, poets, and scientists.

What Website in Vilnius would Defame Leading Jewish Woman Activist to Deter Jewish People from Voicing Views?

VILNIUS—Yet again, an operative has allegedly been mobilized as fodder to personally attack a member of Lithuania’s small Jewish community as part of a campaign by some state-sponsored “official Jewish community leadership” to intimidate today’s Lithuanian Jews. If they stand up for a Jewish cemetery, and dare disagree with it becoming a national convention center, they will be smeared on the official website as liars, misleaders and secretly paid agents of some mysterious source of riches. This is a tragedy. It is part of a saga that will go down in Jewish history as possibly the worst case of state restitution for prewar Jewish property leading to disastrous results for the present and future of Jewish life on site, while providing glories and power for a tiny local elite and its “boards” of foreign fellow-travelers who relish coming to Vilnius for banquets and photo-ops with the high and mighty.

Chief Rabbi of South Africa Calls on Lithuania’s Leaders to Move Convention Center Project Away from Old Jewish Cemetery

JOHANNESBURG—The Chief Rabbi of South Africa, Rabbi Dr. Warren Goldstein, today added his voice to the international Litvak and wider opposition to state-sponsored desecration of the Old Vilna Jewish Cemetery at Piramónt in the form of a national convention center surrounded by Jewish graves going back half a millennium in Vilna, the city once known as Jerusalem of Lithuania. The office of the chief rabbinate made public his letter to Lithuania’s president, Gitanas Nausėda and prime minister Saulius Skvernelis.

Lithuania’s Gov. “Property Bank” is Using “Weak and Divided” Jewish Reaction to Proceed with “Convention Center in the Jewish Cemetery” Project

As “the day of the bulldozers” nears, Lithuania’s state “Property Bank” (Turto Bankas, often translated “Asset Bank”) is coming close to announcing the final contracts for the planned Convention Center in the heart of the Old Vilna Jewish Cemetery at Piramónt, in today’s Šnipiškės district of modern Vilnius. The derelict Soviet building slated for conversion (alongside construction of a large annex) is surrounded on all four sides by many thousands of Jewish graves left untouched by the Soviet authorities who pilfered all the stones for building works and ballast. There has been massive international opposition, including Lithuanian-origin rabbinical authorities worldwide, in addition to a petition started by Vilnius resident Ruta Bloshtein that is close to 46,000 signatures at the time of writing.

Julius Norwilla’s impressions after a meeting with the leaders of Lithuania’s state Property Bank now managing the convention center project in the heart of Piramónt cemetery? They are willing to talk, but they are not convinced  that “the Jews themselves” really care so much. In fact, a future “talking point” for a permanently controversial and damaging “convention center” will be that “Well, they found enough Jews they could manipulate to go along with it so what do you want from us?”

The takeaway? The time for major international pressure is now. The petition has attracted more than 45,000 signatures.

Chief Rabbi of Western Wall and and Holy Sites in Israel Calls on Lithuania’s President to Cancel Convention Center Project at Old Vilna Jewish Cemetery

JERUSALEM—The 1 February 2018 letter of Rabbi Shmuel Rabinowitz, Rabbi of the Western Wall and Holy Sites in Israel to the president of Lithuania, Dalia Grybauskaitė, was released here today for publication. In it, the world-renowned rabbi who heads the Western Wall Heritage Foundation, pleads with the president of Lithuania to “cancel this plan to make this site a convention center.” He reminds her of the tens of thousands of Jews buried at the old Piramónt cemetery of Vilna, now in the Šnipiškės district of Vilnius, capital of Lithuania. His letter follows the 7 January 2018 letter from the Chief Rabbi of Israel, Rabbi David Lau, and the pleas of virtually all the world’s leading rabbis of Litvak heritage (and many others) over recent years, in addition to many people of good faith of all backgrounds.

US Government Commission’s Herbert Block Visits Defending History Team in Vilnius, Now Pledging Support for Moving Convention Center Project Away from Old Vilna Jewish Cemetery

VILNIUS—Herbert Block, a veteran member of the American government’s Commission for the Preservation of America’s Heritage Abroad, and chair of its committee on the old Vilnius Jewish cemetery, visited yesterday and today for two sessions with staff of the Defending History team here in the Lithuanian capital. Mr. Block is a well-known and beloved figure for the Lithuanian Jewish community, with whom he worked closely for many years (1999 to 2015), during his tenure as Assistant Executive Vice President of the Joint Distribution Committee (JDC or “Joint”), where his work included coordinating successful efforts to achieve restitution that could enable the Jewish community’s survival for generations to come. At present, he is executive director of the American Zionist Movement (AZM). Previously Mr. Block served as Assistant Director for Intergovernmental and Public Affairs for the New York City Independent Budget Office (1996-1999) and was Deputy Director for Intergovernmental Relations at the federal Corporation for National and Community Service in  1994-1995.  He was Assistant to the Mayor of the City of New York from 1990 to 1993 and Special Assistant to the Manhattan Borough President from 1986 to 1989. For years he has been a member of the World Jewish Restitution Organization (WJRO) with specialization in the Baltic region and Poland.

Herb Block explained how hard he has been working behind the scenes to ensure the cemetery’s preservation, and pledged his firm personal commitment to work resolutely for the convention center project to be moved to another venue in town — away from Vilna’s Old Jewish Cemetery.

Delfi.lt, the major Lithuanian news portal, yesterday published an article by its correspondent Rūta Pukenė about the latest “activities” on the site of the five-century old Vilna Jewish cemetery at Piramónt, which houses the ruin of the old Soviet Sports Palace, surrounded by thousands of still extant graves, amid controversial plans to construct a national convention center using the Soviet building as its core. Many friends of Vilnius have argued forcefully that the city’s interests lie in preserving and restoring Lithuania’s oldest Jewish cemetery, where many rabbinic luminaries still lie buried, and for the convention center project to be moved to another venue in town.

Prašome perkelti naujojo Vilniaus koncertų ir sporto rūmų projektą iš senųjų žydų kapinių į kitą vietą

Per beveik penkis šimtmečius (jau nuo 15 amžiaus), Vilniuje, Lietuvos sostinėje, senosiose Piramónto žydų kapinėse Šnipiškėse buvo palaidoti tūkstančiai Vilniaus gyventojų žydų, tarp jų ir daug iškiliausių žydų mokslininkų, kurių miestas savo laiku buvo pramintas „Lietuvos Jeruzale“. Blogu Sovietų Sąjungos valdymo metu visi šių kapinių antkapiai buvo išvežti ir sudaužyti. Pačiame kapinių vidury buvo pastatyti Sporto rūmai, kurių pamatai buvo išlieti žemėje, sumaišytoje su žmonių palaikais. Daug kapų aplink Sporto rūmus iš visų keturių pusių liko nepaliesti. Tūkstančių palaikai yra ten pat, kur ir buvo palaidoti. Tai šventa vieta, kurioje reikia atkurti kapines ir atminimo vietą, kur galima būtų grąžinti sudaužytus antkapius, kurių dalys dabar aptinkamos visame mieste.

New Section in Lithuanian on the Old Vilna Jewish Cemetery at Piramónt (in Šnipiškės)

VILNIUSDefending History today inaugurated a new section, in the Lithuanian language, on the international efforts calling for restoration of the old Vilna Jewish cemetery at Piramónt and for the Jewish heritage of Vilna and Lithuania to not be defiled by a convention center surrounded by a half millennium of Litvak graves. The convention center project can easily be moved to another appropriate venue. The section aims to provide content stemming from various communities within Lithuania as well as translations of the international outcry over the convention center project.

VILNIUS—The following statement by Professor Shnayer (Sid) Leiman, appeared today in the respected American weekly Five Towns Jewish Times. It is a reaction to the comments by Lithuania’s top leaders, made after receiving a letter of protest from twelve United States congressmen concerning plans to site a projected new national convention center in the heart of the territory of the Old Vilna Jewish Cemetery at Piramónt (in the Šnipiškės district of modern Vilnius). International opposition to “the convention center in the old Jewish cemetery” continues to mount.

VILNIUS—The following statement by Vilnius native and resident Ruta Bloshtein, an active member of the city’s religious Jewish community, appeared today as an update to her international petition, which has just approached the 40,000 signature mark. Her update was issued as  a reaction to the comments by Lithuania’s top leaders, made after receiving a letter of protest from twelve United States congressmen concerning plans to site a projected new national convention center in the heart of the territory of the Old Vilna Jewish Cemetery at Piramónt (in the Šnipiškės district of modern Vilnius). International opposition to “the convention center in the old Jewish cemetery” continues to mount.
