Defending History has obtained the full text, available to our readers as PDF, and as images (following this text) of US Congressman John Conyers’ proposed amendment that would have restricted US military aid to units that extol Nazi perpetrators or use Nazi, racist or white supremacist symbols. The amendment proposed by Mr. Conyers, who represents Michigan’s 13th congressional district, failed to pass.
The amendment, dated 19 May 2014, contains language that would instruct the Secretary of Defense to restrict aid in cases where he “has credible evidence that the unit or its members have taken public stances or taken actions that are indicative of extremism,” including three categories:

Glorification of Nazi collaborators (and local perpetrators) by states and their elites is a serious issue in various countries, including Estonia, Hungary, Latvia, Lithuania, and Ukraine.

I appeal to you in Yiddish. Do you know why? Because I believe, that a person who is the leader of the Yivo institute will understand me. My name is Pinchos Fridberg. I was born in Vilna before the war and am a survivor of the Holocaust. My grandmother and grandfather, and all our relatives on my mother’s side — 28 people — lie [at the mass murder site] Ponár.
VILNIUS—According to Lithuanian media sources, including the highly respected English-language Lithuania Tribune (now merged with Delfi.lt), the government, working in concert with property developers, plans to declare the controversial project of a huge convention and entertainment center in the heart of the old Vilna Jewish cemetery site as a “project of national importance.” The move enables an application to the European Union for a grant of 13 million euros (14.64 million US dollars at current rates) as part of a grand-total (for now) of 22.8 million euros (25.67 million US dollars) for the new complex. The nation’s prime minister has told Lithuanian media that “after the modern congress center is completed, private investors could build a hotel, parking lots and other infrastructure,” eliciting fears that all of the old Jewish cemetery is becoming a cash cow slated for developers for years to come. The Lithuania Tribune / Delfi.lt report concludes with an estimate of “110 million euros in economic and social benefits over 15 years” in addition to “600,000 foreign tourists and 2.2 million local tourists to Vilnius over that time period, with their spending estimated at 183 million and 60 million euros, respectively,” in other words, with profits from the old Jewish cemetery exceeding the equivalent of 250 million dollars, apart from the millions to be had from the building projects per se. LOS ANGELES—Richard A. Maullin, elected less than a year ago as the chair of the California Independent System Operator (ISO) Board, was lavishly honored here on May 31st by both the Lithuanian ambassador to the United States and the Foreign Minister of Lithuania. The latter, in the tradition of royalty, meticulously placed the Lithuanian Diplomatic Star around the neck of Dr. Maullin, a major American pollster and principal of the LA polling and public policy research firm FM3, often still known by its older name Fairbank, Maslin, Maullin, Metz & Associates.
First, a brief review: In June 2005, Reb Chizkiya Kalmanowitz discovered construction taking place in the Shnipishek Jewish Cemetery in Vilnius. The Shnipishek Cemetery is where the Gaon of Vilna was buried, as was the Ger Tzedek. Even now, the cemetery contains the bodies of the Chayei Adam and the Be’er Hagolah among many others.
WASHINGTON, DC—The chairman of “Admas Kodesh” today posted on a public Facebook page the following item and images, including an obviously posed photo featuring the chairperson of the United States Commission for the Preservation of America’s Heritage Abroad, and Rabbi Andrew Baker of the American Jewish Committee, a close ally of the Lithuanian government and member of its controversial “red-brown commission” that has caused some pain to Holocaust survivors via its support of Baltic “Double Genocide” Holocaust revisionism. “Admas Kodesh” (‘holy earth) is generally used interchangeably for the London-based CPJCE (“Committee for the Preservation of Jewish Cemeteries in Europe”), which is currently involved in a potentially major scandal over alleged payments in return for paid “supervisions” of cemetery desecrations allowed at the old Jewish cemetery in Vilnius. The CPJCE continues to adamantly defend the twenty-five million dollar convention center slated for the middle of the old Jewish cemetery, at a time of virtually unanimous condemnation by rabbis internationally and local people alike. That story was covered in today’s Jerusalem Post.

VILNIUS—The American taxpayer-funded agency known as the “U.S. Commission for the Preservation of America’s Heritage Abroad” has a mission statement that stresses commitment to preserving Jewish cemeteries in post-Holocaust Eastern Europe. They are in special danger because of the Holocaust: the people buried have no descendants or relatives to care for the preservation of their final resting place. Moreover, nationalism and antisemitism sometimes come into play, with powers that be not wanting any city-center reminders of major erstwhile Jewish populations in their cities, and in any case, applying very different standards to the preservation of Jewish and Christian cemeteries. The issue was addressed in a 2014 U.S. Congressional resolution.

KIRYAS JOEL, NY—The “Satmar Headquarters” of the movement’s “Aaronite” branch, partners of the London-based “CPJCE / Admas Kodesh” issued this tweet earlier today, which some observers take to convey the message that the politically connected Hasidic group continues to boast of preventing the “United States Commission for the Preservation [emphasis added] of America’s Heritage Abroad” from expressing even the mildest protest at plans to erect a twenty-five million dollar convention center in the heart of Vilnius’s oldest Jewish cemetery. With the exception of the CPJCE, exposed in Wikileaks as having demanded money for their “supervision” at the same cemetery in 2009 (see Jerusalem Post and JTA reports), major rabbis and rabbinic associations, alongside a variety of Jewish and non-Jewish figures, have expressed unanimous condemnation of the project.
The condemnations include the major groups of Lithuanian (Litvak) rabbis internationally, and also the rival branch of Satmar itself, the “Zalmanite” branch, whose own highest rabbinic court last summer added its voice to the Lithuanian rabbis worldwide. Vilnius has numerous venues appropriate for the new convention center. Some observers remain baffled at the insistence on the old cemetery site, where thousands of graves lie intact, and where revelers would clap, cheer, and use bars and toilets surrounded by a half millennium’s Jewish graves, including major Jewish scholars of the city, historically Vilna, once known as the Jerusalem of Lithuania.
NEW YORK CITY—A 9 March 2016 Forward article, by Britta Lokting, focused on Martin Peretz’s recent resignation from Yivo’s board, cited a number of current Yivo issues. It did not, however, mention the major issue of instrumentalization by the Lithuanian government’s campaign of Holocaust obfuscation, relativization and revisionism. It did reference the now-famous Vilnius-based digitization project.
In 2011, Yivo honored an antisemitic foreign minister while failing to honor the Yiddish speaking Vilna Holocaust survivors maligned by Lithuanian prosecutors, resulting in a heartfelt plea from the long-time editor of the Jewish community’s quadrilingual newspaper. Then, in 2012, it sent its director to Vilnius to help cover for the reburial with full honors of a Holocaust perpetrator, and saw its director join (and thereby give legitimacy to) the notorious “Red-Brown Commission.” A year ago, the organization was called to task by a Vilna Holocaust survivor in the Yiddish Fórverts (English translation here; unmentioned in the English Forward?). VILNIUS—Between October 2014 and October 2015, the international Jewish-cemetery group Asra Kadisha, coordinated by haredim largely affiliated with the “Zalmen” branch of the split Hasidic Satmar group (today the world’s largest Hasidic group) made a number of contributions that will remain permanent. Thanks in whole or in part to Asra Kadisha, eighteen important documents were published opposing the antisemitic decision of some Lithuanian government officials to allow a convention center to rise, surrounded by thousands upon thousands of skeletons on all four sides, skeletons of Jewish citizens of Vilnius buried there between the fifteenth and nineteenth centuries. As a Protestant minister and Catholic philosopher have pointed out, such would not have been the decision were it a Christian cemetery or one housing heroes of Lithuanian culture between the fourteenth and nineteenth centuries. Of course the millions in store for property developers and their many “beneficiaries” (for decades to come) play a prime role; antisemitism enters the picture when the state fails to put in play the same brakes which it applies for majority culture and majority religion sacred sites.

NEW YORK CITY—Dr. Bernard Fryshman, physics professor at the New York Institute of Technology here, today published a new article concerning the imminent danger to thousands of Jewish graves in Vilna’s old Jewish cemetery upon which a huge $25,000,000 convention center, structured to yield hundreds of millions for property developers is about to be erected, where revelers will clap, sing and use toilets surrounded by the graves of Vilna Jewry paid for, on the understanding of possession in perpetuity, by untold thousands of families between the late fifteenth and the early nineteenth centuries. Protestant and Catholic ethicists have noted that such would never be the disrespect shown a cemetery full of Christian (or majority ethnicity) scholars in a great capital city of Europe. Last summer, Lithuania’s chief rabbi was rapidly fired by the Jewish community’s lay-leader-cum-private-attorney, after he spoke against the convention center project. His replacement has yet to speak out for the record; in the interim the search for a new chief rabbi was the subject of latter day Vilna folklore).
NEW YORK—At least a few viewers of the Fox News Channel’s premier prime time program, “The O’Reilly Factor” were taken aback to hear Bill O’Reilly spurt out last night, in his best high-school teacher by-the-way factual tone, “Stalin was as bad as Hitler! Alright, it’s the same thing!” during a segment presented as uncontested truth. The guest inspiring the “truism” was Mr. Marion Smith, executive director of the Washington DC based “Victims of Communism Memorial Foundation” (sometimes known for short as VOC).
