English Text of Joseph Melamed’s Letter to Yad Vashem


The following is a translation of the Hebrew letter from Tel Aviv attorney Joseph Melamed, head of the Association of Lithuanian Jews, to Avner Shalev, director of Yad Vashem in Jerusalem, in reaction to news reports reporting that Yad Vashem would rejoin the Vilnius-based red-brown commission. In addition, the Association issued a statement to the media today.

Yad Vashem Shocks Holocaust Survivors by Rejoining Lithuanian Government’s “Red-Brown Commission”


Holocaust survivors from Lithuania, and their families and advocates, are reporting feelings of “shock and betrayal” at “unbelievable reports” that Yad Vashem might again be lending legitimacy to the Lithuanian government sponsored “red-brown commission.” These accounts derive from a BNS (Baltic News Service) report today that appeared in various Lithuanian media, including Alfa.lt (full translation below), reporting that the president herself signed the decree today for substantial new state investment in the commission.

The Vilnius and Jerusalem rumor mills are equally putting out the word that there had been pressure from the Israeli foreign ministry, itself pressured by the Lithuanian foreign ministry for Holocaust-revising gestures in line with the current Baltic state policy often referred to as “Double Genocide.”

Executive Director of “Red-Brown Commission” Doubts Lithuanian Jews were Killed “on a Racial Basis” Before Arrival of German Forces in 1941

A number of viewers of the new Australian documentary film Rewriting History, by Marc Radomsky and Danny Ben-Moshe, have submitted to Defending History near-identical transcripts of a statement on camera, made to the film’s producers, by the executive director of the “International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania.”

Known for short as the “red-brown commission,” the state-sponsored body has long been opposed by Holocaust survivors and educators. The commission is responsible for Holocaust education in Lithuania, but has also taken an active political role in promoting the 2008 Prague Declaration and various details of alleged “equality” of Nazi and Soviet crimes. The commission’s website features the Prague Declaration in both English and Lithuanian.

The commission’s executive director, Ronaldas Račinskas, is quoted as saying on camera that his commission does not support “Double Genocide” but that he does support the 2008 Prague Declaration (though he concedes there are passages to be “discussed”). The problem is that the Prague Declaration is the primary document of the Double Genocide movement in Europe.

Lithuanian Radio Panel Discussion on the Seventy Years Declaration


The Seventy Years Declaration, released on 20 January 2012, was the subject of a 31 January 2012 Žinių radijas (News Radio) station panel discussion including one of the Lithuanian signatories of the declaration, Social Democratic MP Vytenis Andriukaitis, himself a signatory of the Lithuanian Declaration of Independence. MP Andriukaitis was attacked by the foreign minister for signing.

MP Andriukaitis’s response won international support, and there is reference in the panel discussion to the support from British human rights champion MP Denis MacShane for all eight Lithuanian parliamentarians who signed the Seventy Years Declaration.

Unconfirmed rumors were swirling in “Holocaust politics” circles this week about an alleged request by “very high officials” of the Lithuanian government to Yad Vashem in Jerusalem — through channels including both countries’ foreign ministries — to shore up the status of the widely discredited “International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania.” The commission is widely known as the “Red-Brown Commission.”

How the Zingeris-Račinskas Red-Brown Commission “Gently” Pushed Along the Conversion of Holocaust Studies into Double Genocide Studies

Although not seeking to deny the Holocaust, the ultimate consequence of the movement to redefine genocide is the equalization of National Socialist and Soviet crimes. The characterization of Soviet crimes as genocide is a misrepresentation that hinders authentic remembrance of the Holocaust in Lithuania by helping to obscure the extent and nature of Lithuanian complicity in the killings of the local Jewish population.

The idea that the crimes of Hitler and successive Soviet regimes are in fact equal has been a growing force behind public discourse on the Holocaust since the formulation of the national Holocaust and Genocide Education Program at the sixth meeting of The International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania in June 2002.

I commend Didier Bertin’s knowledgeable and sensitive observations in his article “Lithuania and the Memory of the Holocaust.” My comments here are more in the form of a PS to Mr. Bertin’s words. My take-off point is his reference to the term “Double Genocide,” a government-endorsed concept that has been bandied about in Lithuanian political circles in recent times. But more about this later. Mr. Bertin borrows the term for application in a different dual context: the original genocide of the Jewish people and the current movement on the part of the Lithuanian government to neutralize if not to obliterate the remembrance of the Holocaust.

Lithuanian Foreign Ministry Makes New Red-Brown Pronouncement, Omitting ‘Detail’: The Holocaust; Prime Minister Agrees, Citing Red-Brown Equation


A BNS (Baltic News Service) report released today quotes the foreign ministry as saying for the record today that ‘The attitude of the Russian institutions that by condemning some crimes against humanity (the Stalinist crimes), other crimes, i.e. the crimes of Nazism, are being rehabilitated, shall be regarded as very odd’.

The nation’s prime minister, Andrius Kubilius, weighed in more ardently. In an Lrytas.lt report (which credits ELTA), he is quoted as saying: ‘Thanks to Lithuania’s active policy it is being understood better and more clearly throughout the EU that Stalin’s crimes against humanity need to be judged in the same way Hitler’s crimes against humanity are judged. And not just Stalin’s [crimes], but [those] of the entire Soviet period […].’

Today is Lithuanian Holocaust Day. This is the day the Vilna Ghetto was “liquidated” in 1943, but is not generally known among Lithuanians. It does not even appear on the Wikipedia list of Lithuanian holidays, although Molotov-Ribbentrop Day, August 23, does. September 23 usually receives a few minutes on the evening news — after it’s over.

The following is DefendingHistory.com’s translation (from the tape) of the concluding speech of the 29-30 June 2011 conference (reports here and here), delivered by Ronaldas Račinskas, director general (sometimes listed as executive director) of the government sponsored ‘International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania’ (known for short as the ‘Red-Brown Commission’), which is housed in the Office of the Prime Minister of Lithuania. It can serve as a potent example of the state-sponsored Holocaust Obfuscation movement which presents one face domestically, a second in the European Parliament, and a third to naive Western Holocaust Studies groups.

Simple, really. Tell the locals there was no Holocaust, just a complicated morass of  mixed-up perpetrators and victims (and heck, those Jews were mostly communists anyway). Tell the European Parliament there were two equal genocides and they must legislate the equality of totalitarian regimes. And tell the foreign Jews and the West you need money to pursue Holocaust studies and commemoration. They’ll have to believe you. After all, you’re in the prime minister’s office of an EU government. Elementary, really?

Professor Konrad Kwiet Quits the Lithuanian Government’s ‘Red-Brown Commission’


The Holocaust Obfuscation movement suffered a severe blow today with the public resignation from the Lithuanian government’s red-brown commission of Professor Konrad Kwiet, a major international scholar of the Lithuanian Holocaust. The resignation had been announced verbally at the recent ‘Aftermath’ conference held in Melbourne at the Australian Centre for the Study of Jewish Civilisation.

The Denial that is Part of Holocaust Obfuscation: Second Day of the Lithuanian Parliament’s Conference

The Lithuanian Holocaust broke out in the week of 22 June 1941, when the Nazis attacked the Soviet Union; it is the week when, in many locations, so-called ‘patriots’ and ‘rebels’ in large numbers began to humiliate, plunder, injure and slaughter Jewish neighbors before the first Germans ever arrived. At the conference held yesterday and today in the country’s parliament, this was the Elephant in the Room that reared its head now and again, no matter how hard the political and academic planners worked to ensure that it would disappear in a program dedicated to virtually every other conceivable aspect (translation of original program here; final printed English version of the program here).

The plot thickens. These are the very ‘patriots’ and ‘rebels’ who are being honored this week by major state institutions, and to no small degree, at this very conference. As if their launch of the Holocaust, which went on under German rule, and with their continued massive voluntary participation, is either some kind of uncorroborated slander, or, as if this is some very tiny detail in an otherwise glorious campaign of rebellion against Soviet forces (with no mention that the USSR’s troops were actually fleeing the German invasion, not their ‘rebellion’).

‘Prague Process’ Crowd, with Lithuanian Jewish politician for cover (as usual), now proceeding with plans to ‘overhaul European history textbooks’ for Double Genocide and Holocaust Obfuscation


The Prague Declaration proponents in European Parliamentary circles, having renamed their movement the ‘Prague Process’, are triumphantly reporting on their latest initiative to bring to fruition yet another of the movement’s stated objectives: to overhaul all the history textbooks in Europe to reflect the supposed ‘equality’ of Nazi and Soviet crimes, in other words to continue with the far right’s revision-of-history project to downgrade the Holocaust in the course of Double Genocide ideology.

As ever, the group is able at critical moments to wheel out Lithuania’s right-wing Jewish MP, Emanuelis Zingeris, himself a signatory of the Prague Declaration, who publicly resigned from his country’s Jewish community many years ago, but continues to run the ‘Jewish track’ of a complicated double-game policy that has led, in 2011, to the absurdity of a year to remember the Holocaust as well as a year to commemorate some of its local perpetrators who are glorified as ‘anti-Soviet heroes’ (see here, here and here).
