USAID-sponsored 2017 Shadow Report: “Memory Policy Reform: Interim Results of Enforcement of the Decommunization Laws”

“It sounds like something straight out of the wackiest conspiracy sites on the internet — but it may be true,” began an overlooked article published by Defending History over two years ago which incredulously reported that the U.S. Agency for International Development (USAID) had allegedly played a role in the rehabilitation of Ukrainian Nazi collaborator war criminals.

Not only can that report now be confirmed — we’ll come back to that — but it can be said that the issue of USAID lending support to Ukrainian nationalist memory politics goes beyond what was already hard to believe. For starters, look no further than the recent Ukraine Reform Conference held in Kyiv on November 17-19 and 23-27, which concluded with a “national memory policy” panel. The eight day long forum was sponsored by the USAID, among other institutions.

A Visit to Ukraine, Where the Holocaust Becomes a Negligible Detail

It’s a late summer night in Lviv and we have our first encounter with Ukrainian civil society: A demonstration of bicyclists. The words “critical mass” are written on their banners, and they are fighting for more space on the roads. Just like in Germany. But something else is different than in Germany: The leader of the demonstration is shouting “Slava Ukraini!” and the crowd shouts back: “Heroiam Slava” (Glory to Ukraine – Glory to the Heroes). Then comes the next organized chant and reply-to-the-chant: “Glory to the Nation – Death to the Enemies.” fun-in-participation factor is multiplied as passers-by shout the chant, eliciting the expected reply from the marchers.

Alex Ryvchin Speaks Out at Babi Yar Memorial Event in Sydney, Australia

The following is the text of the opening address delivered today by Alex Ryvchin, public affairs director at the Executive Council of Australian Jewry, at the memorial and monument unveiling commemorating the victims of Babi Yar near Kiev, Ukraine.

Ladies and gentlemen, on behalf of the Executive Council of Australian Jewry and the co-hosts of this event, Friends of Refugees of Eastern Europe, the NSW Jewish Board of Deputies, the Sydney Jewish Museum and the Australian Association of Jewish Holocaust Survivors and Descendants, I want to welcome you here today and to thank you for giving up your time to honour the victims of the Babi Yar Massacre.

“Today in the very places where these massacres took place, there are attempts to revise or deny the history of the Holocaust. War criminals are being rehabilitated into great patriots.”

Open Letter in Support of Per Anders Rudling

Recently, Dr. Per Anders Rudling of Lund University in Sweden has articulated his criticism of a highly problematic lecture tour in North America, which features Ruslan Zabily, the director of the Lontsky Street Prison Memorial Museum in Lviv, Ukraine. Mr. Zabily, whose academic credentials are slim, is given a forum as a speaker at several prestigious universities. His role in nationalist history activism in Ukraine and his links and contributions to organizations that diminish the violence, ethnic and political, of Ukrainian World War Two nationalism are not problematized.

‘Academic’ Article Co-Authored by Alexander Gogun (University of Potsdam), Posted on the Nationalist Website ‘OUN-UPA’, Obfuscates the Ukrainian Holocaust, Denying OUN and UPA Anti-Jewish Violence

Aleksander Gogun, a historian at Potsdam University and at Humboldt University
of Berlin
, and Aleksander Vovk, are the joint authors of an article, originally published in 2005, that obfuscates the Holocaust and denies the anti-Jewish violence of the Ukrainian nationalists. The article, in Russian, Evrei v bor’be za nezavisimuiu Ukrainu  (Jews in the Struggle for an Independent Ukraine), presented in academic format, continues to appear on the nationalist website titled OUN-UPA at http://oun-upa.org.ua.

The article, posted at http://lib.oun-upa.org.ua/gogun/pub07.html,  gives the impression  that Jews served and fought willingly and enthusiastically in the UPA (Ukrainian Insurgent Army, Ukraїns’ka Povstans’ka Armiia) for an independent Ukrainian state. From the very outset of their article the authors claim that there were no pogroms in Ukraine in 1941, that Ukrainian nationalists never had a negative attitude toward the Jews and that Ukrainians who served in the German police during World War II did not participate in the Holocaust. The authors call all these things “stereotypes of Soviet propaganda” and imply that they never existed or happened.
